A felxible New Deal programme is due to be delivered from this autumn. The aim is to move individuals towards being active job seekers rather than passively accepting unemployment.

Emphasis will be on jobs that pay and offer opportunities for progression and on ensuring all individuals who need help to develop their skills have access to the relevant pre-employment and in-work training.
